What are locales really for (es-[es] vs. es-[ar])

May be this is a silly question, but what are locales in CAT tools really for?

I do not see the utility, at least in Spanish. For example, any tool that does not have some kind of AI or contextual tools will not be able to differentiate between the Spanish of Spain and the Spanish of Argentina, as both uses the same words with different meanings.

A classical example of this is the word saco that means a saco that means a jacket in Argentina and a bag in Spain. So, what are they really for?

I can imagine this could be useful (although not that much either) for translation companies that have multilingual projects - just for organizing files.

Personally, I find it annoying when I translate from English and have to be careful when I set up a TM - I have often ended up with an American TTX file and a UK TM or vice versa.

The very idea of locales in Trados seems to be quite useful in general. Apart from the obvious fact that source and target languages don't get mixed up in a TM, Trados seems to be able to find various grammatical forms of words in Concordance, for example.
