Ausgangstext - Englisch The overall objective of the contract is to provide technical assistance and capacity building to support legal approximation and policy development for fulfilment of the commitments undertaken in the transport sector to the Republic of Moldova. The contract will implement the requirements of the EU–MD Association Agreement (AA) in the transport sector (mainly Chapter 15, Transport and Articles 74 and 75 of Chapter 13, Fisheries and maritime policy) and will be composed of activities in the waterborne transport sector (implementation of EU legal acts related to flag state and port state control), in the railway sector (preparation of legal and operational framework for implementation of AA requirements), in the road transport and in the aviation sectors (assistance in implementation of EU legal acts which are not yet harmonised).
Übersetzung - Deutsch Das übergeordnete Ziel des Auftrags sind die Bereitstellung von technischer Hilfe und der Auf- und Ausbau von Leistungsfähigkeit für die Republik Moldau zur Unterstützung bei der Angleichung der Rechtsvorschriften und Ausarbeitung politischer Maßnahmen, um die im Verkehrssektor eingegangenen Verpflichtungen zu erfüllen. Im Rahmen des Auftrags werden die Anforderungen des Assoziierungsabkommens (AA) zwischen der EU und Moldau im Verkehrssektor umgesetzt (hauptsächlich Kapitel 15 „Verkehr“ und Artikel 74 und 75 des Kapitels 13 „Fischerei und Meerespolitik“). Der Auftrag umfasst Tätigkeiten im Wasserverkehrssektor (Umsetzung von EU-Rechtsakten im Zusammenhang mit der Flaggenstaat- und Hafenstaatkontrolle), im Eisenbahnsektor (Ausarbeitung eines rechtlichen und operativen Rahmens für die Umsetzung der Anforderungen des AA), im Straßenverkehrs- und im Luftfahrtsektor (Unterstützung bei der Umsetzung von noch nicht harmonisierten EU-Rechtsakten).

Ausgangstext - Englisch VECTO is the tool that will be used for certification purposes. It has been developed by the Commission and can calculate the CO2 emissions and the fuel consumption from the whole vehicle (truck, bus or coach). There are some technologies that are not captured at the moment in VECTO and should be covered. The tool has to be regularly updated in order to follow the latest developments within the automotive industry. There are 5 different tasks in this tender and when the contract is finished the contractor should also update the software in a way that all tasks have been incorporated in the latest version of the tool.
Übersetzung - Deutsch VECTO ist das Instrument, das zu Zertifizierungszwecken verwendet wird. Es wurde von der Kommission entwickelt und mit ihm können die CO2-Emissionen und der Kraftstoffverbrauch eines Fahrzeugs (Lkw, Bus oder Reisebus) insgesamt berechnet werden. Es gibt einige Technologien, die zurzeit mit VECTO nicht erfasst werden und die abgedeckt werden sollten. Das Instrument muss regelmäßig aktualisiert werden, damit die neuesten Entwicklungen in der Automobilindustrie berücksichtigt werden können. Diese Ausschreibung umfasst 5 Aufgaben und nach Abschluss des Auftrags sollte der Auftragnehmer auch die Software so aktualisieren, dass alle Aufgaben in die aktuellste Version des Instruments eingebunden sind.
