How to tell the difference between "easy" and "pro" questions:

An easy question is one that any bilingual person would be able to answer correctly. (Or in the case of monolingual questions, an easy question is one that any native speaker of the language would be able to answer correctly.)

A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).

Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

series of agreements

According to the definition in the GREC:

3 DR INTERN Convenció internacional entre dos o més països, signada pels respectius agents diplomàtics i ministres d'afers estrangers, sense, però, la notificació solemne i definitiva d'un tractat. [Again, not "country" in your context but means the same.]

According to this definition, it's not really a "protocol" if it wasn't signed, but I'm sure this is what the meaning is. In any case, all the main definition in the GREC start with "Conjunt de", which is why I'd say "series of agreements".

understanding

Tim's option is a good choice. However, I would just like to add here that you could also say: "reached an understanding about cooperation" or something of that nature. Or even "a formal understanding" implying the signing of some agreement.
