a way to bypass the media's silence
All the previous suggestions are good. This is an alternative, with a bit of 'localization' to English-language press and opinion writing style.
If i were doing the whole paragraph, I would render it as:
"Use of the Internet and social networks by the government of Ecuador is increasing. Is this an effort to increase [government] transparency, a media strategy, or a way to bypass the media's silence?".
Obviously the original (and all translations, therefore) run into a small logical problem. Obviously the media are not silent. They just are not discussing what the government wishes, or are discussing it in ways the government wishes they wouldn't....so, it would be best, even in the original, if what the media are silent on were specified. Perhaps your author does specify that very clearly in another sentence, and if so you may feel that you can insert it here, or perhaps what is being ignored is so obvious from everything else in the article that it isn't even necessary here.
