nothing particularly technical about this part "after dwelling" is less wordy. It is just saying where attention went first abroad and then back to Milan. There may be better ways of saying it, but hardly worth spending time on unless its your debut in the Financial Times or Wall Street Journal or something.

Effects is good too. Oltre confine can be overseas, across the borders, abroad. Depends on what the context dictates. in Roman times in was Galia Transalpina (Narbonesis). In our global village it can be "in foreign marketplaces" or rather "in foreign exchanges".
