It might be an abbreviation of the plural form of "His Excellency" - "Loro Eccellenze" or, in this case "Eccellenze Loro", with a typo (should have been EELL).
Or, it might just be possible that in a very archaical style it used to be written with an H - "Heccellenze Loro" (say, in the XVII century) - but here I'm really guessing

after seing your next question, I'm sure it's no typo, but a heady mix of (Church) Latin, Spanish and Italian: it might even have been "Hexcelentiae" - or any other fancy spelling you like!
