Higher education is not free in Portugal. The amount of tuition fee is published annually and of course there is a world of difference between public universities and private universities…

and overall, there is no difference between state universities and private universities in Turkey. There are good ones and bad ones in both categories.

No, but it's relatively cheap. If I understand correctly (but please correct me if I'm wrong), by law, if you're a Dutch citizen or an EU resident, the maximum annual fee at college or university is EUR 2.209 (half of that in your first year). You can get a cheap government loan that covers the tuition fees (a few years ago, it was a grant, but now it is loan). All tertiary students get free bus and train tickets (and as the Netherlands is a small country, it is not unusual for students to travel "long" distances each day to go to class). Depending on your or your parents' income, you can also get a government study grant, but you must obtain your degree within 10 years of starting. I do believe different rules apply when you stopped one degree and started another without finishing the first (universities are allowed to charge much, much, much higher fees if its not your first degree).

Belgium is not entirely tuition free, but the fee is less than a thousand euros per year.

But when I went to university in Scotland in the 80s, I had been working for 3 years beforehand, so I was eligible for an earnings-related grant that covered my fees and living expenses. However, Thatcherism soon put paid to that, so, for example more than 10 years after graduating, my daughter is still paying off her student "loan", the usury system introduced by our Conservative overlords.

I only paid an enrolment fee (actually my boss did).
And I got my Master's degree almost without any tuition!*
*I went through programme that factored in experience, so I was exempt from all but a handful of classes in which I learned zilch. Getting a diploma worth five years of higher education after just a year of very part-time study (about six hours a week I think) is a feat I am very proud of.

My daughter pays almost no tuition fees (something like EUR 150). This is in part due to Italian means-testing (which is almost as hard to complete as a degree, though) partly due to the fact that her grades are good and she isn't falling behind her exam schedule (again, an Italian thing). Otherwise she'd be paying c. EUR 1000.
All told it's a very good deal. We pay a lot of taxes in Italy, but there are some benefits, apart from the privilege of living in the country.
