Perdón de nuevo, debo agregar: si la traducción está destinada a un público muy conocedor de la realidad de un país en particular, digamos por ejemplo Bolivia, entonces podría ser más apropiada la traducción más directa, más o menos como sugieren eski y Martina: 'at the departmental and municipal levels'.
