If the text is from Argentina, which I´m pretty sure of, that´s the reference you´re looking for. We call the ex-president, the unnamable (el innombrable), the Riojan (el riojano), etc...

If you are reading an Spanish text...
I mean, a text from Spain, "el riojano" caould mean a person who is from "La Rioja" in Spain, but I am not sure at all if this is the word for this context.
