The term "is transparent to" is common jargon in IT meaning "has no impact on." So I would translate "es totalmente transparente a" as "is transparent to" in order to preserve this common IT terminology used in both English and Spanish.

neutral Jennifer Levey : It is far more common to say 'the network is transparent to the (data)'; you are inverting the medium and the message (suggesting that the message is transparent to the medium) and it creates confusion.
