its the environment(medio ambiente) that charges for the contamination, and it charges hard and heavy with natural disasters....or no? Or the natural disasters are the price to pay for the contamination ?

is the price to pay

I would change the sentence round.
ie: the natural disasters ...... is the price to pay for the uncontrolled and irresponsible .....
