From a request for proposals for a new card processing technology that will handle all card-related transactions (credit, debit, etc.) for an international network of banks, based in Venezuela.
"La solucion propuesta debe proporcionar funcionalidades orientadas a la administracion del negocio de tarjetas, TANTO EMISION COMO ADQUIRIENCIA, de forma agil, flexible y segura."
The capitalized phrase appears in a few different places. At the moment, I have translated it as "both issuing them and acquiring them." Have I understood this term correctly, or am I missing something specific to this field? And if I do have the correct meaning, is there a more appropriate/formal way to say this (US English)?

I think you've got the meaning right, but would go for "issuance and delivery" to describe the process from the company to the customer.

acquisition, which relates to credit card merchant activity, is the proper term, but I think here what they are referring to is a system that is effective from the point of view of card issuance as well as for the card transaction processing aspect.
