: yes, it's necessary to be specific and mention "residents" as it refers to the records kept by the City Council and used to issue voting cards to those entitled to vote, depending on the election

Thanks Deborah: I also think the mention of records on residents is vital for comprehension, altho I also think that HH's inaccuracies is better than irregularities!

: Yes, agree with Deborah on residents. How about 'given the irregularities in registration of residents'. Empadronar is to register with the municipality as a resident.

: Las irregularidades no se dan al registrarse sino al no "des-registrarse" (darse de baja) cuando se van, a no ser que se empadronen en otro municipio, en cuyo caso éste tramita la baja. A veces los municipios no dan de baja para perder ingresos del Estado
