Any suggestions for the translation of "dadas las irregularidades en el empadronamiento

El Madrid de hoy aglutina personas de 180 nacionalidades, con cifras entre los 480.000 y los 650.000 extranjeros (dadas las irregularidades en el empadronamiento).

CENSUS Yes, census would be the wrong term. This refers to registration, not a census.

agree Bubo Coroman (X) : yes, it's necessary to be specific and mention "residents" as it refers to the records kept by the City Council and used to issue voting cards to those entitled to vote, depending on the election

Thanks Deborah: I also think the mention of records on residents is vital for comprehension, altho I also think that HH's inaccuracies is better than irregularities!
agree FVS (X) : Yes, agree with Deborah on residents. How about 'given the irregularities in registration of residents'. Empadronar is to register with the municipality as a resident.

agree elena ry : Las irregularidades no se dan al registrarse sino al no "des-registrarse" (darse de baja) cuando se van, a no ser que se empadronen en otro municipio, en cuyo caso éste tramita la baja. A veces los municipios no dan de baja para perder ingresos del Estado

'Datas' sounds as if it's starting from the assumption that there are mistakes--which might be a fair assumption, but an assumption nevertheless, not a known fact.

'Irregularies' tends to imply some maleasance.
