At first glance this number looks like a date, but the date of issue and renewal dates are already covered in 4a. and 4b.

I don't actually know if '08-01' is the code for the issuing authority here, but as it's a numeric value, it doesn't really matter in terms of the translation, as what's stated in the brackets is what is important here.
