It could be either a current fashion item (padded jacket), or a plain version in certain armies and countries (plain cotton-padded jacket; sounds long but it's because it is not very popular in English speaking countries).

disagree Gintautas Kaminskas : Look up фуфайка on Google images. I live in an English-speaking country and I have heard people talking about these things and I know what they're called. If it's short it's a quilted jacket, if it's long it's a quilted coat. Or a'padded', yes.

In Australia?... Here, in a colder climate, padding seems to be the important aspect. :))

On Google images you can find 883,000 pictures of "quilted jackets". (And that doesn't even include "quilted coats".) Anything that is "quilted" automatcially has padding.
