Of course, you could just use the term "children's homes", if they take upwards of 10-15 children and are run by professional staff. "Alloggi protetti" are not normally for just children, but, like "sheltered accommodation" are usually, but not necessarily for the elderly.

Then you probably want children's homes, or residential care for children, but "alloggi protetti" really means "alloggi che sono protetti" rather than "istituto per l'infanzia" termine che ha sostituito il vecchio orfonatrofio.

Another alternative that is certainly used in the case of women and children who are victims of abuse

e.g.

Refuges and safe houses where women and children can live when it is no longer safe for them to stay in their own homes.

Children's refuges

While ' sheltered accommodation was the first thing that came to my mind, the term is, as Jim himself pointed out, more associated with the care of the elderly, although not exclusively. It may also refer to accommodation for the mentally handicapped or ill, or other people with social problems. In this case though, the text refers specifically to victims of abuse and violence, and I think 'refuge' is more appropriate here.
Example sentence:

It also wants secure funding for children\'s refuge services, including resettlement services and guaranteed psychological support.
