I am unsure what this is saying:

Il sottoscritto dichiara, sotto la propria responsabilita, che non e tenuto ne intende avvalersi della facolta di presentare la dichiarazione dei redditi (Mod.730 o REDDITI – Persone fisiche).

I don't think you need to translate "della facolta di", because it's implied by the rest of the sentence.

There's nothing wrong with précis if it's accurate and reads well. And English is more concise than Italian.

It depends, this is the Italian wording...the undersigned declares...it doesn't say "I, the undersigned" but the asker may tweak it according to her target as I suggested

facolta, if I have my 'faculties' about myself - query: option, right, election - a 'helterskelter' scelta, or entitlement
Example sentence:
