The full sentence is:

Riscossi diritti mediante marche da bollo per €3,10 apposti su richiesta.

The context is a 'certificato carichi pendenti'.

I understand that on payment of €3,10 and request you can access something - does it just mean you can access your records?

Riscossi diritti means that the toll has been paid already by the €3,10 stamp on the form. I'm not sure whether it's "toll paid".
