I've always had difficulty translating this expression to English. Any suggestions for the best way to phrase the introduction to this paragraph?

Ma è proprio qui in territorio russo (dove i miliardari dichiarati sono 88.000) che l’aggregazione societaria della ricchezza ha trovato la sua massima espressione.
