Is this referring to training (ie., of people), or the formation of infrastructures and systems? Any help appreciated.

Context: The Ferrara Charter, which established the Italian Local Agenda 21 Association.

Hi Gary, as GAR noted, "apparati" refers to people.

As for the training bit, however, there is a difference between "develop" and "introduce". Here, I think "attivare" is in the sense of actually starting courses, rather than designing them.

This comment just didn't fit in the little boxes. I think a combination of GAR's and irenef's suggested answers would be best: "Implement training programmes for technical personnel". In the jargon of the trade "implement" would be more accurate.
