This occurs in a book on town planning, written by an Italian in English. (I am an editor, not a translator.) He has rendered it as "equipped axis", which is clearly wrong. It refers to a type of urban development based along a main road.

If you're sure of your definition, I agree with Jane. However, as she says, the term seems to be more commonly used without any implication of development, e.g.

I'd describe the sort of development you refer to in your question as a "ribbon development"
Looking at "asse attrezzato" by itself, I hadn't come across this term before, but judging by the way it's used on lots of websites, it can simply mean a link road, without necessarily having to have retail or other developments alongside it.
