Drilling operation
The G87 cycle performs the following motions:

1) Rapid motion to the start “Z-coordinate”. This parameter refers to the start position of the hole.
When it isn’t programmed, the drilling operation is carried out on the point (that is) programmed before commanding the cycle.

Ho un dubbio enorme riguardo all'inserimento o meno di (that is), in quanto vorrei tralasciarlo per rendere più fluida e breve la frase.
E' obbligatorio inserire (that is) prima del participio passato?

There is no reason why you can't delete the relative pronoun verb phrase 'that is'.

I think this fits best because it seems to refer to a sort of default starting point (the default not being machine determined but deterrmined by the operator in the preceding starting point (perhaps for in-series operations)
