The context points to a classification of the Financial Institution commitment to supply funds to, among others, Banks. Such commitments are thus classified on the basis of their likelyhood to be "utilized".
I don't see any connection with "safety", the confusion arising from Italian using the same word "sicurezza" both for "safety" and "certainty".
