It's the number assigned to a tax payer in order to trace all its correspondence with the tax authorities.

My reading of this is that these are tax records required by law. For example, sales receipts, purchase/sale of fixed assets. Fiscale in english is almost always tax related (and rarely refers to financial matters which are not tax related) and I believe here we are talking about a record/register.
