They are talking about copper pipes used in an air conditioning system, and the "cartellatura" is when the end of the pipe is flared slightly before joining it to the next section of pipe.... but I can't for the life of me think how to say it in English!! (and I can't find "cartellatura" used in this sense anywhere).
