Actually, the document doesn't go into these high voltage materials as such (it mentions them twice in 3000 words), since it's about contracts for supply and delivery in general of parts for the electric grid.
"Direct flow" doesn't work out as far as I can see (no google hits for direct flow material), unless they are talking about HVDC (high voltage direct current), but I don't see that that's the case here.

I would simply say "transit HV material" as the rest of the sentence suggests that these goods are just temporarily kept as an intermediate stages of the journey from manufacturer to customer
