I presume your 'can't be' refers to dariodipi's answer. Why can't it be? The sistemazione idraulico forestale means work on the system of rivers, brooks, ditches etc in the woods/forests, so ditches seems perfectly suitable

It can't be because at this point of the list they are talking about "Sistemazione idraulico forestale, restauro ambientale e dei fossi minori per il completamento degli interventi in difesa dell'invaso" (that's the full sentence)
