Quizas no estoy considerando la situación como un todo puesto que me parece que en "understand the population at greater risk of WASH consequences" hace falta una parte para que el texto tenga sentido.
Mi interpretación de dicha parte:
"... Esta ayuda a identificar [factores] determinantes, ambientales, normas, obstáculos y motivos en torno a los componentes deseados del programa (como agua, saneamiento e higiene) y comprender las consecuencias que enfrenta la población...?

Por ell yo lo traduciría como:
con mayor riesgo de sufrir consecuencias a raíz del agua, saneamiento e higiene (WASH)
'... que está más expuesta a las consecuencias ' (se supone que negativas) de(l) WASH
las consecuencias (se supone que negativas)' (de WASH). (Supongo que esta sigla se refiere a 'agua, situación sanitaria/saneamiento e higiene', o como sea que lo hayas traducido anteriormente.)
