In Category A emergencies (see new version for emergency classification system), the National Manager and his/her management team are the appropriate authority.

In Category B emergencies, the Vice President is the maximum authority, in consultation with the Regional Advisor and affected national director(s).

Does "in consultation with" make perfect sense in this context?

Maybe they meant in combination?

Con la asesoría del...

"In consultation with" does make sense, but we don't say it literally in Spanish. It means the Vice President receives advice from other entities.

"Consultation" means requiring suggestions, ideas, but not binding decisions. The final decisions are to be made by the Vice President.

Creo que en este caso corresponde asesoramiento y no asesoría. Según la DRAE:

asesoría.
1. f. Oficio de asesor.
2. f. Estipendio o derechos del asesor.
3. f. Oficina del asesor.

asesoramiento.
1. m. Acción y efecto de asesorar o asesorarse.
