What I think the sentence means is that if demand increases (i.e. more goods are offered for transport), this should be taken up by means of chartering vehicles from other companies rather than investing in new lorries and taking on drivers.

I would say "lease" is more appropriate than "charter". I assume that charter is more relevant to the airline industry.
