When searching for either single motion tanks or double motion tanks you get lots of hits. They seem to be a very common expressions.

Well, of course the liquid moves, it is pumped from a ship to a land tank, but that isn't what is really meant here.
The problem here is that we lack context. We don't know what kind of liquids are unloaded so we don't know exactly what kind of tank is used. Double motion tanks are usually mix tanks, and I think a mix tank is meant here. A double motion tank itself moves, it is used for mixing (usually) liquids. In case of a double motion mix tank it moves in two different directions, upward and downward and side to side.
