eaw is 'eerstaanwezend' which means highest in rank at the time the letter was signed. 'Dienstchef' is not a director, so make it head of service (= the office really).

But it was already on Kudoz, though admittedly with another abbreviation. Trust the Belgians...

agree philgoddard : Yes, except you can't say "inspector-head" - you should use a slash or "and". And "dienst" often translates as "department".
