Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

I didn't find "flexible shell" used in this context, but they were mostly translations from Dutch and I don't think most people would understand it.

: I like your solutions, but at the same time wonder if using both flexible AND non-core implies that it relates to a certain section of the non-core staff that are more flexible than another? As you said, "temporary staff" would work perfectly in any case

a 'flexibele schil' is a 'layer' of temporary workers surrounding a central core of permanent workers. the layer can itself also consist of separate layers of temp/flex etc. workers (of different kinds)
so in a sense, a 'flexibele schil' is a 'temporary workforce', although you do lose something in translation
I'm not sure there's any English equivalent, and you may need a paraphrase, but I may be wrong.
