In the sentence: "Eén van de uitgangspunten in de beleidsveronderstellingen van de pilotprojecten is dat de jongeren lange dagen binnen de voorziening doorbrengen, waarbij wordt gemikt op een aanbod gedurende 12 uur per dag en in een enkel geval zelfs 24-uursopvang", am I assuming correctly that "voorziening" is a kind of educational institution? What would "aanbod" then mean??? Initially, I thought it can only be an educational programme, but the 12 hour and, especially the "24-uursopvang" references made me cautious not to rush in, semantically, where angels might fear to tread...(!)

The sentence could go something like this: "One of the assumptions of the pilot project is that the youth spends long days (12 hours) at the facilities while provided with a program, and in some cases there is even 24 hours support."
The point is that they spend 12 hours or sometimes 24 hours at some facility and that they are offered a program while there. Het aanbod is the program, de voorziening is the facility.

Ik ben er, i.t.t. Tina, toch vrijwel van overtuigd dat het hier om een aanbod (van services, programma's) binnen een voorziening (facility) gaat, zoals bijv. in onderstaande ook wordt gebruikt. Het is een typisch Nederlands gebruik van het woord "aanbod."
"Het actueel aanbod t.a.v. kinderen en jongeren uit de BJB blijft bestaan (...)" en "Kinderen en jongeren binnen de voorziening BJB verbeteren in hun gedragsmatig, intrapsychisch en/of relationeel functioneren, door de werkondersteuning vanuit de ambulante geestelijke gezondheidszorg."

The "aanbod" pretty much is intended to convey the sense that the facility offers/provides its services for 12 hours per day, and in a single case, for 24 hours per day.
