This is an office in Dutch cities - but I am not sure what the English equivalent would be.

Indeed, Andre, they do. And cities in Britain do not, which is a real shame. American cities have Departments of Public Works, but they are more concerned wit waste collection etc. A City or Urban Directorate may be a good translation, but it will still need some explanation, I fear.

more context It is indeed in Amsterdam and in the context of doing work that involves breaking up the pavement. It seems every city in NL has one of these.

Parking, Roads & Travel .... ? Sadly something that is missing in a British context. You could translate it as the Department for Public Works and some cities have a City Centre Manager, but neither have such an overarching coordinating role. Manchester has a department for Roads, Parking & Transport (http://www.manchester.gov.uk/info/100011/roads_parking_and_t... that also coordinates the GROW cit development project. Cardiff calls it Parking, Roads & Travel (https://www.cardiff.gov.uk/ENG/Visiting/Parking-roads-and-tr... but neither quite fulfil the broader and more overarching brief of Amsterdam's Bureau Stadsregie.

They definitely have something to do with roads But from what I saw after looking further, that is just one of their departments.

and suggested Municipal infrastructure department.
These departments usually have a specific translation, but I have found nothing so far.
Or it could be Public Works Department

This comes from the website of the Amsterdam one, which has changed its name.

De afdeling Stedelijke Programmering richt zich op het programmeren van werkzaamheden in de openbare ruimte. Het betreft de oude taken van voormalig Bureau Stadsregie, aangevuld met een aantal nieuwe programmeringsfuncties.
Stedelijke Programmering stimuleert de samenwerking tussen partijen die werken aan de weg. Zij voert haar taken onafhankelijk uit. Daarnaast beheert de afdeling de gegevens over werkzaamheden, heeft ze kennis van de boven- en ondergrond en informeert de Amsterdammers over de bereikbaarheid van hun stad.

In other words, its main job is to ensure that the roads aren't being dug up all the time.

Actually, this might come close to describing it, although I don't think there are formal departments of this nature in British cities.
