Google searching is yielding nothing on this one. The sentence is about goods being pledged and whether pleding has already taken place in the country in which the goods are stored and what happens if this is not the case: "Zo niet, dan zijn deze voorraden in principe niet bevoorschotbaar en dient correcte verpanding alsnog plaats to vinden.'
I've got to: If this is not the case, then no advance can in principle be made against the stock, and correct pledging would still need to take place.
Please can anyone add their thought/confirm I am correct - or not!

Your interpretation is essentially correct IMO. Compare ABN-ARMO's definition of 'borrowing base' with an English one:
