Only one hit on Google for baliestorting and I can't find it any other point of reference.

This is the sentence that precedes the one above, for a bit more context:

Een cli�ntoverboeking m.b.t. buitenlands betalingverkeer is een betalingsopdracht in EURO of vreemde valuta naar het buitenland, dan wel een opdracht in het binnenland, waarbij de opdrachtgever en/of de begunstigde niet-ingezetene is/zijn, of een VV-overboeking in het binnenland.

Ae they actually referring at all to a payment? I read it like an instruction slip of some sort that is handed in ("deposited") there. Maybe I'm wrong. :)

With the added context Johan, I say it's a payment instruction given over the counter (in person at the brnach) as opposed to a physical deposit of funds as such - you know like we sign a instruction to transfer funds.

My take anyhow. Hope it helps

agree jarry (X) : Yes, while I agree that storting can simply be a transfer or (cash) deposit (of funds) in someone else's account, the presence of the person at the counter (balie) suggests that cash might be involved.

Payment at the counter

Means going into the bank to make a deposit etc at the counter or in the USA the bank teller..

Just read comments by Deborah and agree it is more of "Transfer instruction issued at the counter", which is a bit of a mouthful.
The main point being you have to go into the bank.
