This is either a hole saw, cilinder saw or crown saw, in fact another Dutch word for it is 'gatenzaag'.

bell type drill
A strict translation would be "bell drill", but I'm not sure that there is such a thing. There is however a bell type drill which is a combined drill with a countersink designed for boring center holes on usually machine-held materials. Hope that helps!
