'Staven' could be the plural of staf, as in 'geheel van leidende medewerkers' (Van Dale Groot Woordenboek der NL Taal) - A synonym given by Van Dale is 'management', so it is probably more specific than just 'business units'. It might be 'management teams or units'.

Seeing the context given, I would just keep it at business units. I believe that's what's meant here. In my opinion, 'staven' does not specificially refer to management or support units here. It refers to whatever business unit or company department you're working for.
