design-based approach
a design-based approach to the problem
OR - a design led approach
" design-based approach should recognise that windfarms could not realistically, and should not, for wind capture reasons, be hidden from view and that their siting was of primary importance. The design-led approach should provide the overall concept for siting and layout, to which other constraints, such as landscape ’obstacles’ and ecological, archaeological and communication route considerations should be added."

design based questions of the problems

design-based problem definition
In other words, the study aims for a design-based problem definition (or formulation of the problem).
If this is about a questionnaire (and the word 'bevraging' may point in that direction), you could say:
the study will use design-based questions to come to a definition (or formulation) of the problems.

on the assumption that 'bevraging van de problematiek' arises from a literal translation of the English expression (plausible nowadays...)
