"samenballen" could be "clench" in a different context but I can't see it be used here. It means very strong concentration of specialized businesses.

Still pondering if there were any connotations intended with "samenballen" - a (sometimes negative) connotation that could be conveyed in "conglomerate" rather than in the neutral "high concentration."
